Legality Of Playing Online Poker In Connecticut

Connecticut has a fully regulated online casino market, but the way it treats players vs. unregulated operators is completely different. For operators, the laws are harsh and extremely clear. Running an unauthorized gambling business or hosting illegal poker games that collect a rake is a Class D felony, punishable by up to five years in prison and heavy fines. However, for the individual players sitting at their computers, it becomes a much less intimidating issue. Technically, participating in online gambling is against state law (a Class B misdemeanor). However, Connecticut historically targets the facilitators and operators, not the participants.

As of 2026, there are zero recorded cases of an individual getting arrested or prosecuted simply for playing online poker from the privacy of their home. State law enforcement and the Department of Consumer Protection spend their resources regulating the state’s massive physical tribal casinos and licensed online platforms, while shutting down illegal underground operations.

How Connecticut Residents Currently Play

This is where Connecticut’s situation becomes highly unique. In 2021, the state technically legalized online poker alongside online casinos and sports betting. However, state law granted a duopoly to the state's two tribal operators (Mashantucket Pequot and Mohegan) who partnered with DraftKings and FanDuel, respectively. Because Connecticut is a small state and hasn't joined an interstate player-sharing compact, neither DraftKings nor FanDuel has bothered to launch a poker platform yet due to a lack of liquidity.

The Fall of Sweepstakes Sites

For years, the "sweepstakes model" was the legal gray area that allowed operators to host online poker games in the United States, including Connecticut.

Essentially how it worked was the site used a “dual-currency” system where one currency had no value (think free money chips), and the other currency you got as a “bonus” with purchase of the free money currency that could actually be redeemed for real prizes.

So under the model where Gold Coins “GC” were the free money chips, and Sweeps Coins “SC” were the chips that could be redeemed for real prizes, it worked something like this:

  • You buy 10,000 GC for $10 that comes with 10 SC for free as a bonus
  • You can play with the GC at the GC-only tables, but there are no prizes redeemable
  • You can play with the SC at the SC-only tables where after you’re done playing, you can redeem SC back for USD prizes at a rate of 1 SC for 1 USD
  • No purchase was necessary for SC. They gave these away for free at mail-in request if you didn’t want to make any purchases on the site.

These sites used the same legal structure as grocery store sweepstakes, arguing that you weren't 'gambling' because you were technically buying "fun" coins and getting the contest entry (SC) for free.

However, as of late 2025, this is explicitly illegal in Connecticut. Governor Ned Lamont signed Senate Bill 1235 (Public Act 25-112) into law in June 2025, which specifically outlawed "online sweepstakes games" utilizing this dual-currency model to simulate gambling. The law established strict criminal penalties for operators and facilitators of these sweepstakes. Because of this, major sweepstakes poker rooms were forced to completely exit the Connecticut market.

2024-2025 Legal Landscape

The 2024 and 2025 legislative sessions in Connecticut were defined by a massive crackdown on unregulated competition to protect the state's licensed duopoly. The Department of Consumer Protection pushed heavily for SB 1235, which unanimously passed both chambers of the legislature.

Interestingly for poker players, an early draft of SB 1235 included a provision that would have allowed the governor to sign multi-state gaming compacts- specifically, entering the Multi-State Internet Gaming Agreement (MSIGA) alongside states like Michigan, New Jersey, and Nevada.This would have finally allowed DraftKings or FanDuel to pool players across state lines and launch a viable, state-regulated poker room in Connecticut. Unfortunately, that specific language was stripped out of the bill via an amendment before final passage, killing the immediate hopes of a regulated poker launch.

2026 Legal Landscape

Entering 2026, the online poker landscape in the Nutmeg State is stuck in a frustrating state of limbo. State-regulated online poker is completely legal on paper, but practically non-existent because the licensed operators mathematically cannot run a profitable, closed-liquidity poker market in a state of just 3.6 million people.

At the same time, the state has actively banned the primary legal alternative- sweepstakes platforms. Until lawmakers successfully pass new legislation authorizing Connecticut to join the MSIGA, allowing their licensed operators to share player pools with other legal states, a state-licensed digital market will remain nothing more than an unfulfilled promise on the books.

The Current State Of Connecticut Poker

If you’re just a resident playing online poker from home, the state of Connecticut simply doesn’t care enough to go after you. Is it technically against the statutes to participate in unregulated gambling? Sure. But has anyone ever had their door kicked in for simply playing online poker on their laptop on a Saturday morning? Absolutely not, and there’s no sign that’s going to change anytime soon.
