The Fall of Sweepstakes Sites

For years, the "sweepstakes model" was the legal gray area that allowed operators to host online poker games in the United States, including California.

  • You can play with the GC at the GC-only tables, but there are no prizes redeemable
  • You can play with the SC at the SC-only tables where after you’re done playing, you can redeem SC back for USD prizes at a rate of 1 SC for 1 USD
  • No purchase was necessary for SC. They gave these away for free at mail-in request if you didn’t want to make any purchases on the site.

These sites used the same legal structure as grocery store sweepstakes, arguing that you weren't 'gambling' because you were technically buying "fun" coins and getting the contest entry (SC) for free.

However, in 2025 this was explicitly made illegal in California. Governor Gavin Newsom signed Assembly Bill 831 into law in late 2025, which specifically outlawed "online sweepstakes games" utilizing this dual-currency model to simulate gambling. The law established strict criminal misdemeanor penalties not just for operators, but for the payment processors, geolocation providers, and software suppliers who support them. Because of this, every major sweepstakes poker room was forced to completely exit the California market by the end of 2025.

2024-2025 Legal Landscape

For poker players, this means the state’s legal focus remains entirely on live, in-person poker at tribal casinos and licensed commercial card rooms scattered across the state. Until the warring factions of California's gaming industry can miraculously agree on a revenue-sharing framework for online poker, the doors to a state-licensed digital market will remain firmly locked.
